What are QM and QLT Certifications?

The Quality Matters Program (QM) is an international, inter-institutional program designed to certify the quality of blended and online courses. A set of eight standards called the Quality Matters Rubric, informs the best practices for delivery of course content with consistency, continuity and transparency to also align outcomes and assessments while ensuring accessibility and usability to learners.

The Quality Learning and Teaching (QLT) [Link redacted because broken] framework is used to design and evaluate online teaching and learning. QLT has been developed by the CSU, based on extensive research and careful consideration of existing models for assessing effective online teaching and learning. The CSU QLT evaluation instruments are designed to help support and identify exemplary practices for the design and delivery of hybrid and online courses. Each instrument is composed of 58 items across 10 sections, including the recently added “Mobile Platform Readiness.”

QM Rubrics and Standards were created to help course developers, teachers, faculty, entire organizations, and, most importantly, students. We help you accomplish these goals through the General Standards of each Rubric and the Online Teaching Skills Set used to inform competencies for online instruction. Moving beyond what the research reveals, the QM Rubrics also incorporate best practices from those on the front lines: the course developers and instructors. When online courses are well-designed, organizations are more likely to see an increase in student engagement, learning, and overall satisfaction. We help you accomplish these goals through the General Standards of each Rubric and the Online Teaching Skills Set used to inform competencies for online instruction. QM focuses on design and content alignment.
Features and Benefits of QLT
Quality Learning and Teaching (QLT; formerly QOLT) program was developed to assist faculty, faculty developers, and instructional designers to more effectively design and deliver online, blended, and flipped courses. The QLT evaluation instrument contains 9 sections with 53 objectives, providing guidance and feedback to instructors. In addition, QLT includes an optional section on Mobile Platform Readiness (4 objectives). Each of the sections has a built-in rubric that provides feedback based on the instructor’s formative score. QLT focuses on design, content alignment, AND instructional methodology.
